Flanagan & Bodenheimer

A woman was killed and four other people were injured during a shooting at the Citibank Center in Brandon, Florida, on Wednesday, November 4, 2026, according to the Hillsborough County Sheriff’s Office (HCSO).

Authorities said a gunman drove a sedan through a secured fence and into an outdoor dining area at the corporate campus before opening fire on a woman who was eating lunch outside.

The shooter then entered the building and moved toward the cafeteria, where an armed security guard confronted him. The guard exchanged gunfire with the suspect and fatally wounded him, ending the immediate threat.

The woman died from her injuries, while four other people were hospitalized with non-life-threatening injuries.

Approximately 3,200 employees were at the Citibank complex when the shooting began, prompting a massive emergency response involving hundreds of law enforcement personnel.

Investigators have not released the identities of the woman or the gunman, and the motive behind the attack remains unknown.

What Happened at the Citibank Center in Brandon?

According to a November 4 report from FOX 13 Tampa Bay, the shooting unfolded shortly after noon at the Citibank corporate campus in Brandon, Hillsborough County.

The Hillsborough County Sheriff’s Office said emergency dispatchers began receiving 911 calls reporting gunfire at approximately 12:11 p.m.

Chief Deputy Frank Losat said the gunman drove a small, four-door sedan across medians and grass before crashing through a secured fence surrounding the campus.

The vehicle entered an outdoor dining area where employees were spending their lunch break.

Investigators said the suspect exited the damaged vehicle carrying a rifle.

He approached a woman who was sitting outside eating lunch and shot her.

The gunman then moved inside the building toward the cafeteria, where an armed security officer confronted him.

At approximately 12:15 p.m., the security guard exchanged gunfire with the shooter and fatally wounded him.

Emergency responders transported the suspect to Tampa General Hospital, where he was pronounced dead.

The woman who was shot outside the building also died.

Four additional people sustained injuries described as non-life-threatening.

Woman Fatally Shot While Eating Lunch Outside

The Hillsborough County Sheriff’s Office confirmed that a woman was killed during the attack.

According to investigators, she was sitting in an outdoor dining area when the gunman approached and shot her.

Citibank later confirmed that the woman was one of its employees.

Her name and age were not released in the initial report.

Authorities have also not established whether the victim and shooter knew each other before the incident.

The circumstances surrounding her death are especially heartbreaking. What should have been an ordinary lunch break ended in a sudden act of violence.

Our deepest condolences go out to her family, friends, coworkers, and everyone grieving her loss.

Four Additional People Hospitalized With Injuries

In addition to the woman who was killed, four other people were hospitalized following the shooting.

Authorities described their injuries as non-life-threatening.

However, investigators have not explained how those individuals were injured.

The available report does not establish whether they sustained gunshot wounds, were hurt while escaping, or suffered injuries under other circumstances.

Their identities and medical conditions were not disclosed.

The shooting also forced employees throughout the campus to seek shelter or evacuate as law enforcement officers worked to secure the buildings.

For those who witnessed the violence or feared for their safety, the emotional effects of the incident may continue long after the immediate danger has passed.

We hope everyone injured receives the care and support they need.

Armed Security Guard Confronts and Fatally Shoots Gunman

The Hillsborough County Sheriff’s Office credited an armed Citibank security officer with stopping the shooter.

According to Chief Deputy Frank Losat, the suspect entered the building after shooting the woman outside and moved toward the cafeteria.

The armed security guard confronted him at approximately 12:15 p.m.

The two exchanged gunfire, and the guard fatally wounded the suspect.

Losat credited the security officer’s actions with preventing the threat from continuing.

Sheriff Chad Chronister also praised the security team and responding deputies, saying their actions stopped the attacker before additional people could be harmed.

The report does not identify the security officer or provide further details about the exchange of gunfire.

Authorities have not released information suggesting that the security guard was injured.

Hundreds of Deputies Respond to Active Shooter at Citibank Campus

The shooting triggered a large-scale law enforcement response.

According to HCSO, the first marked sheriff’s office unit arrived within approximately one minute of the initial emergency calls.

The response eventually involved approximately 400 law enforcement personnel, including 367 Hillsborough County sheriff’s deputies, specialized SWAT teams, and state and federal partners.

Hillsborough County Fire Rescue personnel also responded.

Authorities reported that approximately 3,200 employees were inside the Citibank facilities when the shooting began.

Law enforcement officers spent approximately two and a half hours clearing and searching multiple three-story buildings across the campus.

Deputies worked to locate employees who had sheltered inside rooms and escort them to safety.

The Hillsborough County Sheriff’s Office later released 911 audio, body-camera recordings, and aviation footage documenting portions of the emergency response.

The footage showed officers entering buildings, locating the downed suspect, and helping employees evacuate.

What Was the Motive Behind the Brandon Citibank Shooting?

As of the November 4 update, investigators had not established a motive.

Authorities had not released the suspect’s identity or explained why he targeted the Citibank campus.

It also remained unclear whether the shooter had any personal or professional connection to the woman who was killed.

Detectives planned to interview witnesses and examine evidence to determine what led to the attack.

Investigators may review the suspect’s movements before arriving at the campus, available surveillance footage, and other evidence relevant to the incident.

However, the available report does not establish whether the shooting was connected to a workplace dispute, a personal grievance, or another motive.

Those possibilities should not be treated as confirmed facts.

Citibank Responds to Fatal Shooting

Following the shooting, Citibank Chair and CEO Jane Fraser sent a message to employees acknowledging the death of a colleague and the impact of the attack on the company’s workforce.

Fraser expressed condolences to the victim’s loved ones and thanked the security personnel who responded.

She also confirmed that Citibank was cooperating with law enforcement and providing counseling and other resources to affected employees.

The company said the campus had been secured and that additional security measures were being implemented at other locations as necessary.

The message recognized the distress experienced by employees, particularly those who were present during the shooting.

For a workplace with thousands of employees, an incident of this magnitude can affect an entire community of coworkers and families.

Workplace Violence and Security Responsibilities in Florida

The Brandon shooting raises broader questions about workplace safety and the responsibilities of businesses that operate large facilities.

Under Florida law, property owners and businesses may have duties to take reasonable precautions against foreseeable dangers under certain circumstances.

However, the extent of those duties depends on the specific facts, including the nature of the property, prior incidents, the foreseeability of criminal conduct, and the security measures in place.

When a third party commits a violent crime, determining whether a property owner or another party may bear civil responsibility requires a careful legal and factual analysis.

The occurrence of a shooting does not automatically establish that a business failed to provide adequate security.

In this case, authorities reported that the gunman crashed through a secured fence and that an armed security guard confronted and stopped him within minutes.

Those facts are important when evaluating the circumstances of the attack.

The available report does not establish that Citibank, its security personnel, or another party acted negligently.

Families affected by fatal workplace violence and individuals injured during an attack may have questions about their legal rights.

Florida’s Wrongful Death Act, found in Florida Statutes §§ 768.16 through 768.26, provides a framework for certain claims when a death results from legally actionable conduct.

Depending on the circumstances, eligible survivors and a deceased person’s estate may be entitled to recover damages recognized under Florida law.

In cases involving workplace violence, potential legal issues may include the conduct of the attacker, the responsibilities of property owners, and whether a dangerous situation was reasonably foreseeable.

When the victim is an employee injured or killed in the course of employment, Florida’s workers’ compensation laws may also affect the remedies available.

The relationship between workers’ compensation benefits and potential third-party claims can be complex and depends on the specific circumstances.

In the Brandon shooting, investigators have not released enough information to determine whether any party other than the gunman bears legal responsibility.

The available facts also show that an armed security officer intervened and stopped the attack.

Any potential civil claim would require a careful examination of the evidence and applicable Florida law.
