Port Charlotte Woman Arrested After Hit-and-Run Crash Leaves Teen E-Bike Rider Critically Injured

Michael T. Flanagan, Esq.

A Port Charlotte woman has been arrested after allegedly leaving the scene of a crash that left a 17-year-old e-bike rider critically injured, according to the Florida Highway Patrol.

The collision occurred Saturday night at the intersection of Coliseum Boulevard and Wilmington Boulevard in Charlotte County.

Authorities say the driver briefly stopped after the crash before leaving the scene, leading to a felony arrest after investigators located both the damaged vehicle and the suspected driver.

The incident highlights the growing safety concerns surrounding e-bike riders on Florida roadways and the serious legal consequences drivers can face when leaving the scene of an injury crash.

What We Know About the Port Charlotte Hit-and-Run Crash

According to the Florida Highway Patrol, the crash occurred around 10:19 p.m. on May 30, 2026.

Investigators reported that:

  • A 17-year-old was operating an electric bicycle westbound on Coliseum Boulevard
  • The teen turned onto Wilmington Boulevard
  • A northbound 2023 Hyundai Palisade entered the intersection
  • The e-bike and SUV collided
  • The driver of the SUV briefly stopped after the crash
  • The vehicle then left the scene

Emergency responders arrived and transported the teen rider to a local hospital with critical injuries.

Driver Located and Arrested

Following the crash, investigators located the suspected vehicle and driver.

According to FHP:

  • The Hyundai Palisade had significant windshield damage
  • Damage was also found on the vehicle’s A-pillar
  • Authorities identified the driver as 33-year-old Angelica Brianna Clark of Port Charlotte

Clark was arrested and charged with leaving the scene of a crash involving serious bodily injury, a felony under Florida law.

She was booked into the Charlotte County Jail.

Investigators say the case remains active.

Toxicology Testing and Additional Evidence Under Review

The Florida Highway Patrol has stated that investigators are continuing to review:

  • The driver’s actions after the collision
  • Evidence from the crash scene
  • Witness statements
  • Vehicle damage
  • Pending toxicology results

Depending on the outcome of the investigation, additional charges could potentially be filed.

At this time, authorities have not publicly disclosed whether impairment is suspected.

Leaving the Scene of a Serious Injury Crash Is a Felony in Florida

Florida law imposes severe penalties on drivers who leave the scene of accidents involving injuries or death.

When a crash results in serious bodily injury, drivers are legally required to:

  • Stop immediately
  • Remain at the scene
  • Provide identifying information
  • Render reasonable assistance to injured persons
  • Cooperate with law enforcement

Failure to comply can result in felony criminal charges, significant fines, driver’s license consequences, and potential imprisonment.

E-Bike Riders Face Increasing Risks on Florida Roadways

Electric bicycles have become increasingly popular throughout Florida, particularly among teenagers and young adults.

While e-bikes provide convenient transportation, riders remain vulnerable because they lack the protection available to occupants of passenger vehicles.

Collisions involving e-bikes often result in:

  • Traumatic brain injuries
  • Spinal cord injuries
  • Internal organ damage
  • Multiple fractures
  • Permanent disabilities
  • Fatal injuries

The severity of injuries frequently depends on vehicle speed, impact location, and whether protective equipment was being used.

Determining Liability in E-Bike Accidents

Investigators will continue examining the circumstances that led to the collision.

Potential factors may include:

  • Right-of-way issues
  • Vehicle speed
  • Visibility conditions
  • Roadway design
  • Driver attentiveness
  • Traffic signal compliance
  • E-bike operation and positioning

Crash reconstruction experts often analyze vehicle damage, roadway evidence, surveillance footage, and witness statements to determine how a collision occurred.

Serious Injury Victims May Have the Right to Compensation

When negligence contributes to an accident, injured victims may be entitled to pursue compensation for damages such as:

  • Emergency medical treatment
  • Hospitalization
  • Surgeries and rehabilitation
  • Future medical care
  • Lost wages
  • Reduced earning capacity
  • Pain and suffering
  • Permanent disability

Because the teenager in this case reportedly suffered critical injuries, the long-term consequences may be significant and require extensive medical treatment.

The Importance of Preserving Evidence After a Hit-and-Run

Hit-and-run investigations often rely heavily on physical and electronic evidence.

Important evidence may include:

  • Vehicle damage inspections
  • Surveillance video
  • Witness testimony
  • Cell phone records
  • Event data recorders
  • Toxicology reports

Prompt investigation can help preserve critical evidence and strengthen both criminal and civil claims.

Growing Concerns About E-Bike Safety in Florida

As e-bike use continues to increase, communities throughout Florida are seeing a rise in collisions involving electric bicycles.

Many crashes occur at intersections where drivers may fail to recognize or anticipate the presence of e-bike riders.

Both motorists and riders must remain vigilant and follow applicable traffic laws to reduce the risk of serious injury accidents.
