Palmetto Woman Dies After Boat Crashes Into Mangroves in Terra Ceia Bay, FWC Investigating

Michael T. Flanagan, Esq.

A Fourth of July weekend boating trip ended in tragedy after a boat carrying seven people crashed into mangroves in Manatee County, claiming the life of a 41-year-old Palmetto woman.

The Florida Fish and Wildlife Conservation Commission (FWC) is investigating the fatal single-vessel crash, which also left two other people injured.

What We Know About the Crash

According to the Florida Fish and Wildlife Conservation Commission, the crash occurred on Sunday, July 5, 2026, as a 24-foot recreational boat was traveling from Flounder Pass into Terra Ceia Bay in Manatee County.

Investigators reported that:

  • The vessel was carrying seven people.
  • The boat struck mangroves while entering Terra Ceia Bay.
  • Two occupants were injured and transported to a local hospital.
  • One of the injured passengers, 41-year-old Felicia Taylor of Palmetto, later died from her injuries.

Officials have not released information regarding the conditions of the other injured occupants.

At this time, the FWC has not announced what caused the vessel to leave its intended course.

Investigation Underway

The Florida Fish and Wildlife Conservation Commission is leading the investigation into the fatal boating accident.

Investigators will likely examine several factors, including:

  • Operator speed.
  • Visibility and weather conditions.
  • Possible operator impairment.
  • Mechanical issues.
  • Navigation decisions.
  • Waterway conditions.
  • Witness statements.
  • Physical evidence from the vessel.

Authorities have not indicated whether alcohol, drugs, or criminal charges are suspected.

Boating Accidents Can Result in Serious Injuries

Collisions involving fixed objects such as mangroves, docks, bridge pilings, or seawalls often produce severe injuries because passengers may be thrown violently within the vessel or ejected entirely.

Unlike automobiles, recreational boats generally lack seat belts or other occupant restraints, increasing the risk of traumatic injuries during sudden impacts.

Florida Boating Laws That May Apply

Because the investigation remains ongoing, no determination of fault has been made.

Depending on the evidence, investigators may evaluate whether violations of Florida’s boating laws contributed to the crash, including:

  • Florida Statute §327.33, prohibiting careless operation of a vessel.
  • Florida Statute §327.35, governing boating under the influence (BUI), if impairment is suspected.
  • Other navigation and safety regulations applicable to recreational vessels.

Any conclusions regarding liability will depend on the findings of the investigation.

When a fatal boating accident is caused by another person’s negligence, surviving family members may have legal rights under Florida’s Wrongful Death Act (Florida Statutes §§768.16–768.26).

Depending on the circumstances, eligible survivors may be able to pursue compensation for:

  • Funeral and burial expenses.
  • Medical expenses incurred before death.
  • Loss of financial support and services.
  • Loss of companionship and protection.
  • Mental pain and suffering for qualifying surviving family members.

If the investigation reveals that negligent vessel operation, mechanical failure, defective equipment, or another party’s negligence contributed to the collision, additional civil claims may also be available.

Whether any legal claim exists depends on the specific facts established during the investigation.

Safe Boating Requires Constant Attention

Florida consistently ranks among the states with the highest number of registered recreational boats, making boating safety especially important.

Operators should:

  • Maintain safe speeds for existing conditions.
  • Keep a proper lookout at all times.
  • Avoid operating while impaired.
  • Ensure passengers have access to properly fitted life jackets.
  • Remain familiar with local waterways and navigational hazards.

Careful operation can significantly reduce the risk of collisions and serious injuries.

Investigation Continues

The Florida Fish and Wildlife Conservation Commission continues to investigate the fatal boating crash in Terra Ceia Bay.

Additional information regarding what caused the vessel to strike the mangroves may be released as investigators complete their review.

The loss of Felicia Taylor is a heartbreaking tragedy that has undoubtedly impacted her family, friends, and the Palmetto community. Our thoughts are with her loved ones, as well as those injured in the crash, during this incredibly difficult time.
