Jacksonville E-Bike Rider Killed in Collision with Motorcycle on Beach Boulevard

Michael T. Flanagan, Esq.

A tragic accident unfolded late Sunday morning in Jacksonville when a man riding an electric bicycle (e-bike) was struck and killed by a motorcycle while crossing Beach Boulevard. According to the Jacksonville Sheriff’s Office (JSO), the crash occurred around 11:51 a.m. and resulted in the 83rd traffic-related fatality in Duval County this year—and the seventh involving a cyclist.

JSO reports that a motorcyclist was traveling westbound on Beach Boulevard when the e-bike rider attempted to cross the westbound lanes. The e-bike entered the center lane of travel, directly into the path of the oncoming motorcycle.

The motorcyclist was unable to stop in time, striking the e-bike rider with force. Both individuals were transported to a local hospital in serious condition, but the e-bike rider succumbed to his injuries shortly after arrival. The motorcyclist, while seriously injured, is expected to survive.

Beach Boulevard’s westbound lanes were closed for several hours as investigators processed the scene and worked to determine the sequence of events leading up to the crash.

E-Bikes and Florida Law

Electric bikes have surged in popularity across Florida, offering a convenient, eco-friendly mode of transportation. However, e-bikes are subject to many of the same traffic laws as traditional bicycles, and riders are expected to operate them responsibly, particularly on busy roads like Beach Boulevard.

Under Florida Statute § 316.20655, an electric bicycle is defined in three classes depending on motor assistance and speed. Importantly:

  • E-bike riders must follow the same rules as standard bicycles unless local ordinances state otherwise.
  • When crossing a road, especially a multi-lane highway, e-bike riders must yield the right of way if not crossing at a designated crosswalk or signal.
  • Helmets are strongly recommended, especially for riders under 16, though not always required by law.

Who May Be Liable in a Crash Like This?

In many traffic collisions, determining fault requires a close look at the behavior of both parties involved.

Potential Liability of the E-Bike Rider:

  • If the rider crossed outside of a designated crossing area or failed to yield to traffic, they may be found at fault.
  • Failing to ensure the path was clear before entering a traffic lane can constitute negligence.

Potential Liability of the Motorcyclist:

  • If the motorcycle was speeding, distracted, or operating in an unsafe manner, the rider could share liability.
  • However, preliminary reports indicate the motorcyclist had the right of way, suggesting the e-bike rider’s actions were the primary contributing factor.

Witness statements, traffic camera footage, and scene analysis will all contribute to the final determination.

What to Do After a Traffic Collision Involving a Cyclist or E-Bike

  2. Seek medical attention, even if injuries seem minor.
  3. Document the scene if safe to do so—take photos and collect witness information.
  4. Do not admit fault before speaking to a personal injury attorney.
