Fatal Explosion at Miami-Dade County Vehicle Maintenance Facility Kills One, Injures Four

On Monday morning, June 16, 2025, a catastrophic explosion erupted at a Miami-Dade County maintenance facility located in the 6100 block of Southwest 87th Avenue in southwest Miami-Dade. The facility is used for routine maintenance on fire trucks and other county-owned vehicles, making the presence of flammable materials a central focus of the ongoing investigation.

Newly released surveillance footage captured the devastating moment a massive fireball ripped through the roof of one of the structures at the site. At least one person can be seen in the video running desperately to escape the blast, a terrifying scene that unfolded in seconds and left one man dead and four others seriously hurt.

Victim Identified: Leomar Suris

While Miami-Dade officials have not formally released the names of those killed or injured, family members have identified the man who lost his life as Leomar Suris. He is a tragic reminder that behind every industrial accident statistic is a human being, someone’s father, son, brother, or friend who went to work that day and never came home.

Four other individuals were injured in the explosion. Three required hospitalization, including a Miami-Dade Sheriff’s Office lieutenant who was at or near the site when the blast occurred. The conditions of the hospitalized victims have not been fully disclosed by authorities.

Where the Explosion Occurred and Why Location Matters

The facility at Southwest 87th Avenue is a county-operated maintenance site designated for servicing heavy municipal equipment, including fire apparatus and government vehicles. The proximity of the blast to fuel storage systems raises immediate questions about whether proper maintenance, inspections, and safety controls were in place at the time of the incident. Industrial facilities that store, handle, or work near flammable fuel are subject to strict federal and state regulations designed specifically to prevent disasters of this nature.

Neighbors Describe the Terrifying Aftermath

The force of the explosion was felt well beyond the boundaries of the facility. Nearby residents described being jolted by what sounded like a massive detonation, with homes rattling and shockwaves rippling through the surrounding neighborhood.

Celia Torres, who lives near the facility, described the experience firsthand. Her house began shaking immediately after she heard the blast. “The house shook. It was a big bang,” she said. “We were afraid because we had no idea what had happened. The house was trembling.”

Another neighbor, Christina Gil, recalled witnessing something equally harrowing. Family members of the victims gathered in her front yard, overcome with grief and fear. “They were crying and it was very hard to see that,” Gil said. “It was horrific to think that maybe they had lost one of their family members.”

Those moments of anguish in a quiet residential neighborhood underscore just how far-reaching the human toll of a workplace explosion can be.

Investigation Underway: What Authorities Are Working to Determine

As of now, the cause of the explosion remains under active investigation. No official determination has been made regarding what triggered the blast, though the location near fuel pumps and underground tanks is expected to be a major focus of the inquiry.

Multiple agencies are expected to be involved in examining the circumstances of the incident, including fire investigators, OSHA (the Occupational Safety and Health Administration), and potentially the Miami-Dade Office of the Inspector General given that this is a county-operated facility.

Investigators will likely examine several critical questions:

  • Were the underground fuel tanks properly maintained and inspected?
  • Were safety protocols for working near flammable materials being followed?
  • Was there any prior indication of a gas leak, mechanical failure, or ignition hazard?
  • Were workers adequately trained and equipped for emergency procedures?

Answers to these questions will be pivotal in determining both what went wrong and who bears legal responsibility for the tragedy.

Workplace Explosion Safety and Florida Law

Industrial and municipal facilities in Florida are bound by a complex web of safety regulations. Under Florida Statute § 440 (Workers’ Compensation Law), workers injured on the job, or the families of workers killed, are generally entitled to compensation through the state’s workers’ compensation system. In cases involving third-party negligence, however, additional civil claims may be available beyond what workers’ compensation provides.

OSHA regulations under 29 CFR 1910.119 govern Process Safety Management of highly hazardous chemicals, including flammable liquids stored in bulk tanks. Facilities that fail to comply with these standards may face significant liability if a violation contributed to an explosion or fire.

Florida’s wrongful death statute (Florida Statute § 768.19) allows the survivors of a person killed due to negligence or wrongful conduct to pursue legal action for damages including loss of companionship, medical expenses incurred prior to death, funeral costs, and lost future income. In cases involving government entities such as Miami-Dade County, specific provisions under Florida’s sovereign immunity waiver (§ 768.28) apply, which place caps on certain damages and require particular procedural steps before filing suit.

These legal frameworks matter because they shape what avenues may be available to the families of those affected and highlight why the investigation’s findings will be so consequential.

Who Could Face Liability in This Explosion?

Determining liability in an industrial explosion at a government-operated facility is a complex process that depends heavily on the findings of the ongoing investigation. Potentially responsible parties could include the following.

  • Miami-Dade County, as the operator of the facility, bears a duty of care to ensure the site is maintained safely, that fuel systems are regularly inspected, and that workers are protected from foreseeable hazards.
  • Equipment or fuel system manufacturers could face product liability claims if a defect in a fuel pump, underground tank, or related equipment contributed to the blast.
  • Maintenance or inspection contractors, if any third-party companies were responsible for servicing the fuel systems or the building’s infrastructure, could also share liability depending on whether their work met applicable safety standards.
  • Supervisory personnel who may have been aware of unsafe conditions and failed to act are another potential area of scrutiny as investigators review records and conduct interviews.

It is important to note that these are potential avenues based on the type of incident. No determinations of fault have been made at this time, and the investigation is ongoing.

Workplace explosions, while relatively rare, represent some of the most catastrophic events that can occur in an occupational setting. In Florida, vehicle maintenance facilities, fuel depots, and other industrial sites that handle flammable materials are required to maintain rigorous safety standards. When those standards slip, whether through inadequate training, deferred maintenance, or lapses in regulatory compliance, the consequences can be devastating and irreversible.

The incident at this Miami-Dade County facility is a sobering reminder that even public institutions tasked with supporting essential services like fire rescue are not immune to the dangers that come with working near volatile fuel systems.
