E-Bike Rider Killed in Seminole Collision with Car, Investigation Underway

Michael T. Flanagan, Esq.

Authorities are investigating a fatal crash in Seminole, Florida, that claimed the life of an elderly man riding an electric bicycle on Tuesday afternoon.

According to the Pinellas County Sheriff’s Office, the collision occurred at the intersection of Seminole Boulevard and Valencia Terrace when a car struck an e-bike.

Deputies identified the victim as 82-year-old Darell Groves, who was transported to a nearby hospital where he was later pronounced dead.

The driver of the vehicle, 62-year-old John Baustert, was not injured in the crash and remained at the scene, cooperating fully with investigators.

Initial findings indicate that speed and impairment were not contributing factors in the crash. Deputies also confirmed that Groves was not wearing a helmet at the time of the collision.

The investigation remains ongoing as authorities work to determine the exact cause of the accident.

Florida’s Growing E-Bike Accident Risks

Electric bicycles, or e-bikes, have become increasingly popular across Florida for their convenience and affordability. Unfortunately, this rise in use has also led to a growing number of serious and fatal crashes involving e-bike riders.

According to data from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), dozens of e-bike riders are injured or killed each year — particularly in busy urban and suburban areas like Pinellas County.

Common causes of e-bike accidents include:

  • Drivers failing to yield while turning at intersections
  • Limited visibility of smaller e-bikes in traffic
  • Lack of protected bike lanes or clear road markings
  • Distracted or inattentive drivers
  • E-bike riders not wearing helmets or reflective gear

Because e-bikes can reach speeds similar to mopeds but offer little physical protection, collisions with cars often result in catastrophic injuries, especially for older riders.

Families who lose loved ones in fatal crashes caused by driver negligence may have the right to pursue a wrongful death claim under Florida Statutes §768.16–§768.26 (the Florida Wrongful Death Act).

Such claims can help surviving family members recover compensation for:

  • Funeral and burial costs
  • Loss of financial support and household services
  • Mental pain and suffering
  • Loss of companionship and parental guidance

Even if law enforcement has not yet determined fault, it’s crucial to consult an experienced Florida wrongful death attorney as soon as possible. Evidence such as surveillance footage, vehicle black box data, and eyewitness statements can disappear quickly after a crash.

Helmet Use and E-Bike Safety in Florida

While Florida law does not require adults to wear helmets on e-bikes, safety experts strongly recommend doing so — especially for older riders. The Centers for Disease Control and Prevention (CDC) estimates that helmet use can reduce the risk of head injury by up to 70% in bicycle-related crashes.

In addition to helmets, other safety tips for e-bike riders include:

  • Wearing reflective or high-visibility clothing
  • Using front and rear lights, even during the day
  • Avoiding major roadways without bike lanes
  • Following all traffic signals and right-of-way laws

Drivers also have a duty under Florida Statute §316.083 to provide at least three feet of clearance when passing a cyclist or e-bike rider. Failure to do so can result in both civil and criminal liability in the event of a collision.
