18-Year-Old Pedestrian Killed After Being Struck by JTA Bus on I-95 in Jacksonville

Michael T. Flanagan, Esq.

A tragic early morning collision on Interstate 95 in Jacksonville claimed the life of an 18-year-old pedestrian Sunday, according to the Florida Highway Patrol.

The fatal crash occurred on I-95 South near University Boulevard at approximately 4:30 a.m.

Investigators say the young man was attempting to cross the interstate when he entered the path of a Jacksonville Transportation Authority (JTA) bus and was struck.

The incident remains under investigation.

What We Know About the Fatal Jacksonville Pedestrian Crash

According to the Florida Highway Patrol, the crash occurred on southbound Interstate 95 near University Boulevard.

Investigators reported that:

  • An 18-year-old man was walking east across I-95
  • The pedestrian entered the travel lanes of the interstate
  • A JTA bus was traveling southbound on I-95
  • The pedestrian stepped into the path of the bus
  • The collision occurred around 4:30 a.m.

Emergency responders arrived at the scene, but the pedestrian suffered fatal injuries.

He was pronounced dead following the collision.

Authorities have not yet publicly released the victim’s identity.

JTA Bus Was Not Carrying Passengers

According to a spokesperson for the Jacksonville Transportation Authority:

  • The bus was not in active service at the time of the crash
  • No passengers were on board
  • The vehicle was being operated solely by the driver

The bus driver, a 47-year-old man, was not injured during the collision.

Florida Highway Patrol investigators reported that the driver was wearing a seat belt at the time of the crash.

Interstate Pedestrian Accidents Are Often Fatal

Pedestrian crashes occurring on interstate highways are among the most severe traffic accidents investigated by law enforcement.

Because vehicles on interstates travel at significantly higher speeds than on local roads, pedestrians involved in these collisions face an extremely high risk of fatal injury.

Common injuries associated with interstate pedestrian crashes include:

  • Traumatic brain injuries
  • Internal organ damage
  • Severe spinal injuries
  • Multiple fractures
  • Fatal traumatic injuries

Unfortunately, survival rates are often low when pedestrians are struck on high-speed roadways.

Why Interstate Pedestrian Crashes Occur

Pedestrians are generally prohibited from walking along controlled-access highways except under limited circumstances.

However, interstate pedestrian accidents can occur for several reasons, including:

  • Disabled vehicles
  • Medical emergencies
  • Vehicle breakdowns
  • Impairment
  • Confusion or disorientation
  • Attempts to cross the roadway

Investigators will likely examine what led the victim to be on the interstate at the time of the crash.

Investigators Will Examine Visibility and Road Conditions

Because the crash occurred before sunrise, visibility conditions may become an important part of the investigation.

Factors commonly reviewed in pedestrian crash investigations include:

  • Lighting conditions
  • Weather conditions
  • Vehicle speed
  • Driver reaction time
  • Roadway design
  • Visibility distances
  • Witness statements
  • Surveillance footage

Accident reconstruction experts may use physical evidence and vehicle data to determine exactly how the collision occurred.

Commercial and Transit Vehicle Crashes Require Thorough Investigation

Although the bus was not transporting passengers, collisions involving commercial or public transportation vehicles often involve additional investigative procedures.

Investigators may review:

  • Driver qualifications
  • Vehicle maintenance records
  • Event data recorders
  • Fleet inspection records
  • Driver work schedules
  • Company safety procedures

Determining whether all safety protocols were followed is often an important part of a comprehensive investigation.

Wrongful Death Claims Following Fatal Pedestrian Accidents

When negligence contributes to a fatal pedestrian accident, surviving family members may have the right to pursue compensation through a wrongful death claim.

Under Florida’s Wrongful Death Act, recoverable damages may include:

  • Funeral and burial expenses
  • Medical expenses incurred before death
  • Loss of financial support
  • Loss of companionship and protection
  • Mental pain and suffering

Every wrongful death case depends on the specific facts and circumstances surrounding the incident.

Preserving Evidence After a Fatal Collision

Evidence in fatal pedestrian accidents can be critical to understanding what happened.

Important evidence may include:

  • Surveillance footage
  • Dash camera recordings
  • Vehicle inspections
  • Witness statements
  • Law enforcement reports
  • Accident reconstruction findings
  • Electronic vehicle data

Prompt investigation can help preserve this evidence before it is lost or destroyed.

The Human Cost of Traffic Fatalities

The death of an 18-year-old represents a devastating loss for family members, friends, and the community.

Young lives lost in traffic accidents leave loved ones facing unimaginable grief and unanswered questions.

For many families, understanding the circumstances surrounding a tragedy becomes an important part of seeking closure and accountability.
